Where is Monte Rojo in the Dominican Republic?

Monte Rojo is a location in the Samaná Province of the Dominican Republic, situated in the northeastern peninsula of the island. The area lies near Las Terrenas, a resort town popular with international tourists and expatriates. It is precisely this attractive setting — pristine nature, tropical climate, proximity to beaches — that made it the chosen location for Nomad City Condo, the flagship real estate development project of Samana Group under CEO Marek Zmysłowski.

Investors from Poland, the United States, Spain and Argentina were presented with glossy promotional materials describing a private town that would rise from the land near Monte Rojo: apartments, infrastructure, a self-sufficient community with ocean views. The pitch was compelling. The location was real. The buildings, however, were not.

Nomad City at Monte Rojo — what investors were promised

Marketing materials for Nomad City Condo presented investors with:

Investors signed Promise to Sell agreements and paid reservation fees of $5,000 USD, with many going on to invest far larger sums. According to our investigation, total funds collected across all investor categories exceeded $13.5 million USD.

What witnesses see at the Monte Rojo site today

In July 2026, we received a message from a resident of Santo Domingo who regularly visits family living near Monte Rojo and drives past the Nomad City investment site two to three times per month on average. Their account is unambiguous:

“The construction site is dead. The same two or three people walk around it. Nothing is happening there.”

The same witness noted they had themselves previously considered purchasing a property in the project. They ultimately decided against it — after three years without seeing any construction progress, they chose to invest in a different project in Las Terrenas instead.

This first-hand account from Monte Rojo is consistent with what investors are reporting from their own experiences: no construction photos beyond early site preparations, no delivery of any units, and no credible timeline for completion ever provided.

Same plots, multiple buyers

One of the most alarming patterns emerging from the Monte Rojo / Nomad City investigation is the apparent selling of the same plots and apartments to multiple buyers.

In recent weeks, several investors have contacted us claiming that their properties – plots or apartments at the Monte Rojo site – are being offered to new clients, even though they previously signed contracts and paid substantial sums.

One of those affected described their situation: their brother-in-law was told by a Samana Group representative that “this plot became available because the previous client had to withdraw from the investment due to health problems.” The problem is that — according to our source — they had not yet withdrawn from the investment.

To date, three people have reported similar stories to us. If — as some investors claim — more than half of those who signed Promise to Sell agreements have since withdrawn or are awaiting refunds, the same plots near Monte Rojo could theoretically have been offered to successive buyers multiple times.

One American investor, “Sophie” (name changed at her request), paid over $150,000 USD and was then told by Zmysłowski that she “had not purchased any property, but merely reserved a plot.”

“How is it possible that after paying so much money I am treated this way? When we met on the Google Meet platform in 2025, he was extremely polite and charming. His wife – Yaritza – charmed me with her comments. They even invited me to lunch in New York.”
